The technology is from Telecordia and called dynamic discount tariffing.
It was launched in Africa in September. There MTN, Vodacom and Safaricom offer between 45 and 95% discounts. It's now likely to be launched in India.
My question: how will you know the discounted areas? “Subscribers get information on the discounts through SMS or by an interactive voice response system.” I guess it's just a form of “congestion pricing.”

What You Need
Figure out what you need. We know, smartphones are too cool to pass up, but do you really need all of the features and capabilities of one? Ask yourself some questions about why you need a phone and what you will be using this phone for. Do I need Internet connectivity? Will I be checking my emails? Will I be travelling with this phone? Etc….
Your Current Carrier
Carrier stores and their websites are often the easiest place to buy a phone. You may be eligible for an upgrade or there may be special store or online promotions going on, so be sure to ask your provider if there are any deals available for you. Now, some carriers may charge upgrading fees, so also make sure you read the fine print and get the full details on your purchase. Also, if you wanting to switch to another carrier, like AT&T for exclusive iPhone access, check to make sure your current provider doesn’t charge termination or switching fees.
Third Party Retailers
Most electronics retailers provide a variety of cell phones to choose from as well, and sometimes they’re cheaper than the ones found in your carrier store. These phones are often not affiliated with any carriers and can hold some advantages. Stores like Best Buy, Radio Shack and Walmart can offer cheaper handsets, have their own services and rebates, and sell unlocked phones which allow you to change carriers with just the switch of a SIM card. But unfortunately, buying an unlocked phone eliminates you from receiving the carriers sponsored rebates.
Style
This is the fun part of picking out a cell phone. Cell phones and smartphones come in a variety of styles and colors. And yes, flip phones still exist and are a great option for someone who just needs the basic cellular functions of a phone—calling and texting. Go online and check out your carrier’s site to view some styles and prices. Figure out what cell phone frame and style fits your personality and needs the best. This is one of the first of what is sure to be a long line of carrier released apps. The new Vodafone Update app allows you to easily update your Twitter and Facebook status all in one place. While not bursting with features, the app is great for casual users who don't want to install the Facebook app or a full blown Twitter client. Features include:

If you buy the cell phone on Verizon Wireless, you can take advantage of its push-to-talk features and use your Motorola Barrage as a 2-way radio. The mechanical keys for navigating around the cell phone are well designed and comfortable to use. There's a joystick, a clear key, two soft keys, a shortcut for the camera and a talk/end key. Specification You can use the Motorola Barrage's 3G to set up the cell phone as a modem, although it can be a little sluggish. It also features webmail, Bluetooth and GPS, plus you can sync your Motorola Barrage with your PC, and it has USB mass storage. The Motorola Barrage includes the usual range of cell phone add ons – calculator, notepad, calendar and so on. The camera is 2MP with five different resolutions for shooting. There's a digital zoom, but no flash, plus the Motorola Barrage will shoot up to a minute video footage. Verdict Although the Motorola Barrage's 3G connection is not particularly impressive, and the cell phone's multimedia isn't what you'd call dazzling, it's a very solid piece of equipment with great push-to-talk call quality.
